The people of Bustos believe that education is the most valuable possession and practical inheritance one can hand down to their children. They know that wisdom is supreme and it cannot be stolen nor sold away, it won't rust nor get spoiled. Native of Bustos herself, Mrs. Pamela Perez de Leon banked on this customary belief and opened a quality pre-elementary school, the Wise Owl Learning Center in 1995. Still fresh but full of experience from an international school in Riyadh Saudi Arabia, she prepared a curriculum that would truly develop the potentials of the learners. The demand for a quality and high standard education in this town was evident in the warm response of the people to WOLC's invitation for enrolment. At the end of S.Y. 1995-1996, Wise Owl has earned the respect and admiration of the parents. It also acquired the recognition of the DECS by the end of the school year.
As more and more people talk about the first batch of WOLC pupils, how they like and support the standard of instruction, Arch. Eli de Leon saw the need for expansion. He solicited additional investments from among close friends and family members. Five (5) interested relatives joined the couple in their desire to continue to serve the young citizens and future leaders of Bustos.
On November 18, 1995, a meeting among the seven (7) incorporators resulted to the organization of NCAP Incorporated. The initial capital of P1,000,000 was agreed upon and were handed to Mrs. Pamela P. de Leon for deposit to PNB Baliuag, Mrs. De Leon and Arch. Eli de Leon worked hard together for its organization.
